Need help in EM4 mission 3

ok I hope to get help from someone. As help I want explanation or walkthrough for Mission 3.(and I need only mission 3)
Mission 1: Church
Mission 2: Burning Tires
Mission 3: New drug dealer intervention(or something similar)
So I need this 3rd mission but there is no good explanation in game even tips can't help.


I'll be away for a week or 2 and hope to see any answer after coming back if I wont have internet in Russia.
